Garbage in the streets and murder have been the norm in Haiti all the time of Aristide's rule.
When Aristide was not in power anymore he insisted that he was kidnapped and then gave the order to his chimeres to operate by emphasizing 3 times on one word "KIDNAP, KIDNAP, KIDNAP!"
It is because Aristide is not in power in Haiti anymore that these things are happenning; Aristide believes that Haiti does not deserve to be at peace if he is not controlling it because when Preval was in president, the foreign diplomats that flew to Haiti negociated with him because they clearly knew that Preval was just put there to warm the seat and make the unaware passive people believe that teh constitution was being respected.
