Well, Max... I agree with you 100%. Dual citizenship should be the first amendment made to the Constitution -- but will it happen? Or will some legislators not like the idea of Haitians who've naturalized in other countries and been afforded more opportunity than them being able to assume important roles in government? My main reason for bringing up the army, though, is that I haven't really seen it being discussed by Preval. I know Baker had made it a campaign point, but other than that people sort of just assumed with Preval in power it'll probably just be ignored.
