i agree with you on that one 100% brother.
i will go a bit further by advocating an amnisty for all notorious gang chiefs based on a relocation program.
the amnesty is conditioned on the following:
the gang chief is to be relocated to a different region of the country and banned for 20 years from returning to his base of operation:
for example, a gang chief from cite soleil may be relocated to jeremy in a program of rehabilitation where he will be given a job according to his pesonal ability and that he should be monitored on a regular basis by agents of the ministry of defense.
why the amnisty?
the criminal aspect is too extensive for a penitentiary system to deter its spread.
the only thing that can stop it a transitional amnisty program which guarantees non-retaliation for the abandonment of criminal activities.
when crime is a deeply rooted social problem, punishment is no longer an option by itself.
calling for the heads of the criminals works only when one has a functional judicial system and that the criminals are hardly networking.
in the case of haiti, one has a major social problem that strict law wnforcement can only worsen.
for isntance, one cannot break the criminal network of the slums without violating the basic human rights of criminals and innoccents alike.
in other words, it is no longer a police action, but rather a much bigger problem that may require honest negociation with the bad guys, and even some concessions on the part of the authorities.
paradoxal and non-commonsensical as it may seem, attempting to guarantee justice for individuals situations may be empirically equivalent to retarding further the nation by preserving its vicious cycle of violence.
