PIERRE C. ARMAND- SHORT BIOGRAPHY

Education:

Ph. D. Candidate- all but dissertation; M.A Degree in Economics.

Presidential Candidate in the next presidential Elections in Haiti.

As an attorney, third sector economist and a consultant, Pierre Armand has been involved in changing the socio-economic conditions of Haiti, his native land, for more than four decades. He has also spent 20+ years as a Professor of Economics in the US at the University level and most remarkably, was the Co-Founder of the International University in Haiti. During his tenure, he served as Vice President for Academic Affairs as well as chaired the Business and Economic Development department.

Following the departure of the Duvaliers, Mr. Armand was instrumental in the creation of a political group that propositioned for a new political structure that would bring about a balance between the Executive Branch and the Legislative Branch of government. Under his supervision, Mr. Armand participated in the works of the Constitutional Assembly and his political group contributed to approximately 70% of the present constitution of Haiti. The new Prime Minister Post is his brain child.

As a development economist, Mr. Armand was called upon to act as the Executive Director for the Haitian National Development Foundation working in joint collaboration with the Pan American Development Foundation, based in Washington D.C. He was granted various endowments from USAID, and supervised a loan portfolio of $1.5 million USD. Concurrent to his Executive Director role, he also became the Founding Chairman of the Consortium of Haitian American Voluntary Agencies, HAVA. This consortium included:

CARE, Foster Parents, Seventh Day World Organization and International Child Care, etc. He also served as Secretary General of COUNCARID an umbrella organization grouping various development agencies in the Caribbean area.

Mr. Armand has also worked as a consultant. He participated on a team of 10 consultants that made assessments of private sector needs of the Eastern Caribbean countries under a USAID grant to Partnership for Productivity, a now defunct organization that was based in Washington D.C. He also was a member of the Overall Economic Development Council of Bergen County in New Jersey.

For the past five years, Mr. Armand has been the leader of Haiti Beyond 2004 Inc., an organization that seeks to introduce socio-economic projects in Haiti and conceives major initiatives to improve the basic infrastructure of the country. He also serves as the Chairman of the International Commission for the Development of Haiti, and works in concert with United World Holding Co., some other private firms and the UN Millennium Project to gather human, technical and financial resources to launch a kind of Marshall Plan for his homeland.

Presently he is the President of the Alliance for the Progress of Haiti matching regional organizations of the Diaspora with their counterpart in different parts of Haiti. He is also the CEO and chairman of the Board of Haiti International Development Corporation that seeks foreign investments for major development projects in the country and CEO of United World Holding Co. based in Stamford CT.
