Arrest warrants were issued for Franck Romain, the former mayor of Port-au-Prince who was widely believed to have masterminded the 1988 St. Jean Bosco massacre, and Gen. Haitian and U.S. government sources concurred in stating that, while Francois and Romain escaped the Haitian justice system, the Haitian government favored the move to distance itself from an imposing threat to stability.
