Does it make financial sense to spend what would likely be billions of dollars in claiming Haiti as a protectorate just to make a few million?
Economically it doesn't add up. It'd be a loss no matter how you look at it. I know we like to think of Haiti being of major significance to the international community, but the truth is probably that the United States' biggest interest in Haiti is keeping Haitians in Haiti and not having an influx of refugees.
Aristide understood this and used the boat people to pressure Clinton into invading Haiti.
