36th president of Haiti and the first of the era post-duvalier resulting from an election, though disputed by the majority of the political groupings of then, Francois Leslie Manigat, son of of Francois Saint-Surin Manigat, a professor the mathematiques ones with the secondary and of Haydee Augustin, a teacher, was born on August 16, 1930 with Port-with-Prince.

Descendents of the conservative elite of the North, Manigat, while launching out in the policy, does nothing but follow the furrows of some of its aieux, of which his/her large father, the General Saint-Surin Francois Manigat. Indeed, this last was, under president Lysius Solomon (October 23, 1879 - August 10, 1888), consecutively Minister of Interior Department (see: photograph of the Cabinet of president Solomon ), delegated new National Bank of Haiti and Minister for the State education. With the turning of XXè century. it was those nutritive of the presidential ambitions.
Leslie Francois Manigat made his traditional studies with the Holy College Louis de Gonzague directed by the FIC before going to the Sorbonne where it supplemented the curriculum vitae of studies for obtaining the doctorate in philosophy.

His political career began in the Fifties at the Ministry for Foreign Affairs. Supporting the candidature and the ideology of Francois Duvalier in 1957, it founded in 1958, at the request of this one the School of the High International Studies of which he was the first director. However, at the beginning of the Sixties, its relations with the president of September 22 1957 worsened at a point such as it was the object of continuations on behalf of the government. Shown to support the strikes of the students of the beginning of the Sixties, it was imprisoned for two months into 1963 before exiling themselves and being established in particular in the United States, in France and in Venezuela.
